Finland's National Access Point

National Access Point (NAP) is a service to which, in accordance with EU regulation, road authorities and various service providers are required to submit data related to road transport infrastructure, traffic, mobility services, and alternative fuel distribution networks.

The purpose of National Access Points is to enable the smooth sharing and utilisation of transport data in various digital traffic management and information services, such as navigation services.

In Finland, there are currently two such access points:
  • the Transport Service Catalogue (finap.fi)
  • the Traffic Data Catalogue (catalog.digitraffic.fi)

During 2026, these two access points will be merged into a single entity.

The Transport Service Catalogue is the national access point for mobility service data. Service providers submit multimodal data about their services to the catalogue, including service descriptions, routes, timetables, ticketing, and real-time information.

The Traffic Data Catalogue is the national access point for traffic data. Road authorities and various service providers submit data on road and street network infrastructure, regulations and restrictions, network usage and status, as well as alternative fuel distribution networks.

Why are the services being merged?

A common European transport area requires an open transport data ecosystem based on shared standards. National Access Points are a key element defined by EU ITS regulation for achieving this objective.

In Finland, in accordance with legislation entering into force on 1 January 2026, the operation of the National Access Point is centralized under Fintraffic.

The current model of two access points is a result of both administrative structures and technical constraints. The integration of these two access points will create a single service for all transport data in Finland, facilitating the work of both data providers and data users.

A single National Access Point will provide harmonised information on data providers, data availability, data coverage, terms of use, and data quality.

For data providers

Transport data is produced by both public sector organisations and the private sector. This data is made available through the National Access Point in order to maximise its utilisation.

How will the merger proceed?

The merger will take place in phases during 2026–2027. Both services will operate normally during the transition period. We will inform about changes and any required actions well in advance.

July 2026

1. Launch of the joint NAP front page

Finland's National Access Points are now accessible from a single address: finap.fi

December 2026

2. Parallel operation

During 2026, data will still be maintained, where applicable, in both catalogues.

January 2027

3. Single NAP

The data from the Transport Service Catalogue will be migrated to the Traffic Data Catalogue, after which the Transport Service Catalogue will be discontinued.
